Why not do the same with charitable donations?As for making giving normal, I think that's going to be challenging because giving is largely invisible (unless you talk about it or your name gets posted on a list of donors somewhere). I can't look at my neighbours and tell which of them give or don't give to charities, and therefore it's a norm that's hard to reinforce and easy to escape.
